A per-workload license sold in bundles of 10. It is fully portable across VMs, physical servers, cloud workloads, and enterprise applications.
If you attempt to back up 11 VMs on a 10-instance VUL license, Veeam operates on a first-come, first-served basis. The 11th VM will fail with a licensing error. You can manually revoke licenses from decommissioned workloads within the tab to free up capacity. Automatic License Update Failures

Open the Veeam Backup & Replication console.

Regularly check your instance utilization in the console. Exceeding your VUL capacity can cause new backup jobs to fail or fall into a grace period status. The 11th VM will fail with a licensing error
